Opening ceremony of the twinning light project IPA FPP RAC 2008 “Strengthening of Croatian administration in charge of accreditation of agriculture paying agency”

The objective of this project worth 222.222 € is to support the Ministry of Agriculture in setting up a functional system for the accreditation of Agriculture Paying Agency for the use of EU agricultural funds. The accreditation of Agriculture Paying Agencies in all EU Member States is a precondition for the use of EU agricultural funds. The accreditation is a procedure by which the Competent Authority (Ministry of Agriculture) verifies whether the Agriculture Paying Agency has the appropriate administrative organisation and system of internal control required for the management of EU agriculture funds.
The following activities will be performed:

Setting up the administrative system for accreditation of the Croatian Paying Agency (including the finalization of procedures for accreditation, issuing guidelines for the preparation of decision on accreditation, training of staff on accreditation process)

Setting up the administrative system for review of accreditation of the Croatian Paying Agency (including the finalization of procedures for the review of the accreditation, Agreement between the Competent Authority and Certification Body, and training of staff on accreditation review)
The execution period of the project will be 9 months. With this project the Ministry will enhance the process of preparation for the implementation of the Common Agricultural Policy. The Ministry’s staff will be educated on accreditation issues, along with other counterparts in the accreditation process (Paying Agency and the Agency for the Audit of European Union Programmes Implementation System).
